Who needs to make estimated quarterly tax payments?

According to the IRS, "in most cases, you must make estimated tax payments if you expect to owe at least $ 1,000 in tax for 2009 (after subtracting your withholding and credits) and you expect your withholding and credits to be less than the smaller of:

90% of the tax to be shown on your current year's tax return, or

I am taking 6 quarter credit hours, and was transfered to 4.5 semester hours. So how many will 5 quarter hours transfer to be? How do they determine this? You should really talk to your advisor about this because not all schools use that method. Mine doesn't at all and so I have no clue what you're talking about.
